Rugs are overrated for soundproofing, fight me

Everyone in this group swears by layering rugs to kill noise from downstairs neighbors, but after 3 apartments in Austin, I call BS. I threw down a $250 thick rug pad plus carpet in my bedroom near Riverside and my upstairs dude's footsteps still sound like a herd of bison. The real fix was cheap foam weatherstripping on my ceiling light fixtures and a box fan for white noise, saved me $200 and way less hassle. Anyone else find rugs barely do jack compared to sealing gaps?
