Saw a scary blower motor at a rental unit in Phoenix today

Honestly, I went out to a duplex near 7th Ave for a no-cool call today. The unit was running, but the air felt like a damp towel. I popped the panel and the blower wheel was caked with about a quarter inch of dust and dog hair, looked like a felt blanket. It was already vibrating so bad it had worn a groove into the housing. I pulled the wheel and cleaned it with a hose and a brush, but the shaft bearing was shot, so I had to swap the whole motor. Has anyone else seen buildup this bad on a routine filter check? I swear tenants never change those things.
