Noticed something odd in a new build in Phoenix, no one marked the pull boxes

I did a routine install last Tuesday in a brand new subdivision out in Surprise, and every single pull box was buried without a marker, no flags, no paint, nothing. Took me an extra 45 minutes to track down the conduit path with my wand because the builder's crew just backfilled everything. The foreman on site shrugged and said, 'they always do that,' which blew my mind. Are ya'll seeing this on new construction sites too, or is this just a Phoenix thing?
