Just realized my backyard creek in Missoula looked clear last spring and now it's brown after only 4 months, what happened?

I've lived by this creek for 6 years and in April the water was so clear you could count rocks at the bottom, but now after the July storms it's been muddy brown for 2 weeks straight. Some neighbors say it's just erosion from the new subdivision up the hill, others swear the county changed the drainage culvert and won't admit it. I'm leaning toward the construction runoff but I want to hear from anyone else who's seen a sudden change like this, what do you think actually caused it?
