Why does nobody talk about how plow blades uncover old road layers

Last Tuesday I was watching a county plow scrape a gravel lot near my store in Des Moines and it peeled back about 3 inches of packed dirt to reveal an old brick street underneath, so now I'm wondering how many everyday digs like this get ignored by actual archaeologists...

Buddy of mine works for the city out in Cedar Rapids. He was patching a pothole on 3rd Ave and his jackhammer broke through the asphalt into a whole cobblestone section underneath. Like fully intact, still had the trolley tracks rusted into it. City made him fill it back in the same day cause they didn't want to deal with it. He snapped a few photos on his phone and they're just sitting in his camera roll. Nobody cares unless it's a big deal apparently.
