Seat belt mounting bolts and the 2018 spec that got me today

Was at a training class in Dayton last month, instructor said seat belt anchor bolts are supposed to be replaced every time they're torqued down, even if they look perfect. I've reused hundreds over 12 years, not one failure that I know of, but now I'm second guessing every single one. Anyone else actually follow that rule or is it just lawyer talk?
