Overheard a guy at O'Hare say ADSB-out is just a money grab

I was waiting on a flight last week and overheard this older avionics guy telling a younger tech that ADSB-out is just a government cash grab and not worth the hassle. It got me thinking about how much pushback we still see on mandated upgrades even when they obviously improve safety and traffic awareness. Do you folks find that attitude is common among the older guys in your shop or is it just a Chicago thing?

Right, because safety mandates are just about lining pockets, not keeping planes from hitting each other.
