Noticed a clever paver trick at a state park in Ohio last weekend

So I was hiking at Hocking Hills and the main trail had these paver steps that were set in sand, not concrete. They had little gaps between them and rainwater just drains right through. I've been fighting drainage issues in my backyard path for 2 years now, water pools up after every storm. That simple setup made me wonder if I should pull up my solid concrete pavers and redo them with sand and spacing. Has anyone tried the sand base method for a walkway that gets heavy rain? Does it shift around much after winter freezes?
