Stood on a deck in Nashville that flexed like a trampoline under my boots

Walked up to a buddy's new townhome in East Nashville and the joists were spaced 24 inches with no blocking, the whole thing bounced two inches when I shifted weight, so what's the proper way to stiffen an existing deck without tearing it apart?

You ever check if the deck was built on one of those floating foundation things instead of proper footings? Sometimes the bounce ain't the joists, it's the whole structure sitting on dirt that's settled weird...
