Solar co-op in Portland pushed back our install by 4 months

I joined a neighborhood solar co-op back in March to get bulk pricing on panels. The installer kept delaying because of permitting holdups with the city and a transformer upgrade that needed utility approval. We finally got the system live last week, 4 months later than the original estimate. The co-op discount still saved us around $3,200 compared to going solo, so I'm not mad about the price. But the timeline stress was real, especially with the federal credit deadline looming. Has anyone else dealt with co-op delays, and did you find the savings worth the wait?
