Tarping after the pour already started is how you get a cold joint at Northgate, I'd have held off.

Did anyone check what the mix design was before deciding to tarp at all? If they were running a retarder in the batch, tarping that late might not even matter much for the joint. The real problem is nobody talks about the wind that day, which dries the surface faster than the sun ever does.
