Heard a VP say 'our employees just need to read the email' and I almost lost it

I was sitting in on a strategy call Tuesday when the VP of Sales said that about a policy change rollout, like reading one email solves confusion. But our engagement scores show 60% of staff skip internal emails entirely, so we're basically talking to ourselves. How do you get buy-in when your leadership thinks a single blast is enough communication?

60% skipping emails sounds about right, I've definitely ignored a few myself until IT called me out personally...

My friend Sarah got tagged in a group email last month where her boss hit reply-all and said "please confirm you've read this" and she'd somehow missed five of those emails in a row. The IT guy actually walked over to her desk and asked if her inbox was broken because it showed zero opens for two weeks straight. She said she blamed it on "mailbox filtering" but we both knew she just kept hitting that little 'x' without reading.
