Three years I've been trying to fix a squeaky stair tread" - have you checked if maybe the wood is expanding and contracting with the seasons? I had a similar thing with a floorboard once, it would only squeak when it got damp in the spring.

Oh man, three years is impressive dedication (or stubbornness, I can't tell which). I once spent an entire weekend trying to silence a closet door that only creaked at 3am, and I ended up just avoiding that closet forever. At least you're tackling it head on instead of pretending the stair doesn't exist like I would have done.
