Question about a site I visited near Mesa Verde

I was at the cliff dwellings last month and saw a bunch of fresh boot prints right next to a clearly marked 'no entry' zone, which really worries me about site damage.

What if those boot prints are from the people who work there? I saw rangers at Chaco Canyon once, checking a wall after a storm... they had to go off trail to do their job. Maybe it was an inspection for safety or to fix a sign. Still, fresh prints by a closed area would make me look twice too.
