I read they call that a "transfer fee" or something sketchy like that.

Nah honestly I think it might be way less shady than it sounds. Lots of legit restaurants do this to cover the cost of bringing in a chef or manager from somewhere else, not just some random cash grab. It's pretty normal in the industry actually.
