Noticed a trend with guys skipping the torch setup before welding overhead

I've been on a few jobs recently where boilermakers jump right into welding overhead without taking the time to dial in their gas flow or prep the joint right. At a refinery job in Baton Rouge last month, I saw a guy trying to run a root pass with his regulator set way too high and it was blowing out the puddle every time. He had to grind out three inches of bead before he got it right. If you don't check your torch and settings first, you're just burning time and rod. Has anyone else seen this shortcut cause problems down the line?
