Serious question, is it ever okay to tell your boss their new policy is stupid?

My buddy's boss made them start logging bathroom breaks in a spreadsheet. He waited for a calm moment, brought it up as a safety thing, like what if someone had a medical issue and got in trouble. He framed it as looking out for the team, not just complaining. The boss actually backed off and killed the policy.
