The hidden camera setup outside the Denver Federal Center makes zero sense

I drove past the Denver Federal Center last Tuesday for a dentist appointment and noticed this weird cluster of traffic cameras at one intersection. But here's what got me - three of them were pointed at the same exact spot on the sidewalk, not the road. I sat through two light cycles watching and none of them moved or adjusted. One had a tiny wire hanging loose like it was added after the fact. My buddy who does security installs said those models are typically used for license plate reading, but they were aimed at a bench. Has anyone else spotted strange camera placements near government buildings that just don't add up?

Bruh the loose wire detail is sending me. I saw something similar outside a federal building in my city, except it was a random traffic cam pointing at a dumpster behind the building. No way that was for traffic data, looked like someone just zip-tied it on there as an afterthought. Your buddy's take about the license plate readers aimed at a bench is exactly what I was thinking, they must be watching something specific that isn't cars. Makes you wonder who added them and what they're actually looking for.

Damn, you're right. I used to blow this stuff off as just paranoia or someone reading too much into bad camera placement. But the dumpster camera thing hit different. There's no legit reason to point a traffic cam at a trash bin unless you're watching who's dropping stuff off or picking stuff up. That's surveillance, plain and simple. And the zip tie job makes it look unofficial, like someone added it without going through proper channels. Makes you wonder if it's even the same people who maintain the city's cameras or if it's some other group entirely. Your buddy's license plate reader pointed at a bench is the clincher for me.
