My old house had the same issue with painted numbers. Priming and sealing first makes a huge difference.

Two coats of outdoor paint did the trick for mine.

Yeah, I had that exact thing happen on my old garage door. I ended up using a small can of exterior oil-based primer first, then two coats of a good outdoor enamel like @jamiegreen said. It's been through three winters now and still looks sharp. The primer is the real key though, it sticks to the surface so the paint has something to hold onto.
