Rant: My neighbor's HOA threat backfired on him completely

I was dead set against joining my neighborhood's HOA board. Felt like it was just a bunch of busybodies. But then my neighbor across the street sent me a formal cease and desist letter via his lawyer about my slightly overgrown grass last June. The lawyer's letter was so aggressive and wrong about the bylaws that I spent four hours at the county records office in Arlington to check, and it turns out our HOA rules haven't been updated since 1998. That one interaction convinced me to join the board just to fix the outdated rules and shut down people like him. Has anyone else dealt with an HOA using threats that don't even hold up?

I mean, four hours at the county records office over a grass complaint? That feels like a lot of energy to spend on something that probably wasn't that serious.
